Tony Pepper

Principal Consultant

During his 20 years in the WA Public Sector, Tony worked in a range of management and consultant positions for a variety of agencies including the Public Sector Management Office.  In his position of Senior Consultant, Senior Executive Service Tony was responsible for coordinating and monitoring the recruitment and selection of senior executives and CEOs. Tony has developed policy for a wide range of employment matters including redeployment, redundancy and performance agreements for Chief Executives and has been a Review and Conciliation Officer with the Office of Public Sector Standards since 2001.

Tony’s qualifications include a Master of Business (Curtin University) and BSc (Chemistry) UWA. Further training includes a Practitioners Certificate in Mediation and Conciliation, Institute of Mediators and Arbitrators, Melbourne; a Cert IV in Training & Assessment and Certificate in Industrial Relations. Tony is an Individual Member of the Recruitment and Consulting Services Association Australia and New Zealand.


Chris Gibbins

Senior Consultant

Chris has worked as a consultant with Austral Human Resources since 2013 and more than 10 years’ experience in analytical and client facing roles in the UK and Australia. He has managed and recruited for teams when working as performance and risk analyst for superannuation houses, private wealth managers and investment banks. Chris has worked for UBS, Bank of New York Mellon and Macquarie Bank. Chris also has VET training experience and his qualifications include a Bachelor’s Degree (with Honours) in Economics, Certificate IV in Human Resources and Certificate IV in Training & Assessment. He is an Accredited Professional Recruiter, Recruitment and Consulting Services Assoc. Australia & New Zealand.

In coordinating selection processes, Chris has well-developed skills in planning recruitment processes, liaising with and advising selection panels on correct procedures and the application of Public Sector Standards. He is skilled in developing shortlists for panels, drafting interview questions, developing scenarios, scheduling interviews, arranging interview resources and facilities, acting a panel member, facilitating decisions and assessments about candidates, undertaking targeted referee reports and giving constructive feedback to applicants. He has experience in a range of selection methodologies including written activities, group scenarios and one on one interviews and has experience in explaining all of the steps in the recruitment process.


Jonathon Woolfrey

Senior Consultant

Throughout his career, Jonathon has held executive and leadership roles across many sectors and industries, including Commonwealth and State Governments, large and medium not-for-profit organisations, and corporate organisations, making a strong professional contribution to the services these organisations deliver. From leading teams delivering strategy and service to workforces of over 12,000 staff, to delivering on projects for small and medium enterprises, Jonathon has a proven track record in delivering end-to-end solutions.

Jonathon has complemented his executive experience by completing a Master of Business Administration, and a Bachelor of Psychology degree from Curtin University, Western Australia. Jonathon was also selected (through scholarship) to undertake an Executive Master of Public Administration, jointly through the Australia New Zealand School of Government and the University of WA’s Faculty of Law.

Jonathon has extensive experience in recruitment from senior government and private sector appointments, with over 20 years’ experience in human resources roles. This includes recently managing a large-scale talent pool recruitment project for Corrective Services recruiting Prison Officers. Jonathon coordinated a recruitment process that incorporated psychometric & physical testing, multiple interview panels across multiple sites while ensuring adherence to the employment standards which resulted in the establishment of a pool of 300+ Prison Officers. As a consultant with Austral Human Resources, Jonathon has provided a range of recruitment services to a variety of agencies covering professional, project, administrative and management roles.

Jonathon now works as a consultant, a sessional academic, and is the Chair of Hope Community Services, and Holy Rosary School.

Jonathon is a Certified Professional Human Resources, State Director of the Australian Human Resources Institute (AHRI), Graduate Australian Institution of Company Directors and a Member of Industrial Relations Society of WA.
